The first thing you need in order to have a website, is a web host. Every site needs one, and sometimes it can be difficult to decide which one is best. You MUST have a webhost before I can create a website for you. These are my recommendations if you do not already have a host.
FREE HOSTS:
If you need a website but do not have the money to pay for hosting, there are a variety of free hosts out there, though quality ones are pretty rare. This website is currently hosted with 000webhost.com and I do recommend their hosting if you don't have the financial means to go paid. I have tried many free hosts and this is the best I have come across. There are occasional moments of downtime, but usually everything runs smoothly. The features are great, the customer service and forum users are helpful, and best of all they place no layout-ruining advertisements on your website. I strongly advise against using a host that places ads on your website because they will lower the quality of your layout and design. Your URL with our host will be something like yourname.net76.net.
PAID HOSTS:
Paid hosts offer better features for a monthly or yearly fee. DotEasy appears to be one of the most professional and cost-efficient paid hosting services out there, though I have not tried it nor do I know anyone who has. Still, of all the ones I've checked out, this seems to be one of the top ranking ones. Register a domain name through them for $25 a year and get free hosting for as long as you keep the domain. So all your hosting and domain costs only $25 a year. They accept credit cards and money orders.
